Russia’s T-50 Fifth Generation Jet Fighter on Par With US F-35 – US Media



Russia and India are close to inking a much-delayed agreement to jointly develop a fifth generation fighter aircraft on par with America’s F-35 Lightning II, a Chicago-based internet portal reported on Saturday.
With Indian Prime Minister Narendra Modi set to visit Russia on July 7, speculation is swirling about the potential for a final agreement between the two countries regarding a jointly developed and produced Fifth-Generation Fighter Aircraft, based on Russia’s T-50 PAK FA, RealClearPolitics wrote.
Code-named Project 79L by the Indian Defense Ministry, the FGFA program came to life with an initial announcement on October 20, 2007, shortly after New Delhi and Moscow signed an agreement exempting the program from normal procurement rules, RCP added.
The project soon began to take form when India and Russia signed a collaborative preliminary design contract in December 2010, whereby each side put up $295 million toward finalizing the aircraft's basic configuration.
The preliminary design phase on Russia's nascent fifth-generation fighter, the PAK FA (Sukhoi T-50), was wrapped up in mid-2013, and the two countries are now discussing the structural elements of the future plane.

Defense News earlier reported that the companies had smoothed their differences over an increase in India's work share in the FGFA from the current level of less than 20 percent to 40 percent.
Russia also agreed to the Indian demand for a double-seat version of the new plane instead of the original, single-seat, option.
India is reportedly willing to include a firm order for 154 FGFAs in the draft agreement – a sop to Russian concerns regarding T-50 development and unit-production costs, as well as concrete assurance of an export order.
A finalized deal will enable Russia to more easily bear the costs of the expensive PAK FA development.
In addition, this will also provide its air force with a state-of-the-art stealth combat aircraft and its industry with the necessary momentum to maintain a level of technological equality with the US as it rolls out its second stealth fighter, the F-35, RCP wrote in conclusion.

Indian Army chasing pipe dreams forever


Overambitious norms in Qualitative Requirements are largely responsible for the alarming equipment shortage that the forces face today.
The Indian Army recently dispatched a global Request for Information (RfI) for a multi-purpose Future Ready Combat Vehicle (FRCV), which has generated much mirth in military-industrial circles, for its sheer ridiculousness and operational folly.
The Army’s request is for an FRCV that will not only serve as a ‘medium’-sized main battle tank to replace the Army’s ageing fleet of licence-built Russian T-72s but also as a ‘light-tracked and wheeled tank’, built on the same platform. In layman terms, this is like asking for a Humvee and a Maruti 800 on the same platform. Hopefully, the document will be either withdrawn or amended before its July 31 deadline.
Surely, the Directorate General of Mechanised Forces at Army Headquarters, responsible for issuing the request, realises the irony and irrationality of drawing up such absurd general staff qualitative requirements (GSQRs), which are technologically impossible for any manufacturer to fulfil.
What is all the more surprising is that such QRs are formulated after extensive discussion, not only by the division concerned — in this case, the Mechanised Forces — but finally approved by the Army’s Deputy Chief (Planning & Systems), who is responsible for acquisitions. His office, as are those involved in formulating the requests and the subsequent proposals, or tenders, is purportedly staffed by competent scientific and technical advisers.
Senior Army officers concede that such over-ambitious and flawed requests for information, leading to equally over-stretched, faulty and diluted tenders, are largely responsible for the alarming equipment shortage that the forces face today. The shortfall includes small arms, howitzers, assorted helicopters, armour with night-fighting capacity, air defence capability and varied ordnance, among other things. Although Army Headquarters blames the hidebound and ill-informed Ministry of Defence (MoD) bureaucrats for this, it also has largely itself to blame for the glaring deficiencies.
‘Blinkered views’
“The whole process is carried out with limited knowledge and blinkered views,” said former Maj. Gen. Mrinal Suman, the Army’s leading authority on acquisitions and offsets. Poorly conceived, formulated and drafted QRs create confusion and delays, resulting in the entire process being aborted much later, he said. The Parliamentary Standing Committee on Defence concurs.
In its report tabled in Parliament on April 30, 2012, the Committee declared that as many as 41 of the Army’s proposals for diverse equipment in recent years were withdrawn or terminated. The reasons included faulty or over-ambitious qualitative requirements. The Committee report unambiguously pinned responsibility on the Army. The MoD and attendant financial advisers had no role in framing weapon QRs. Service Headquarters consult with the largely uniformed Directorate General Quality Assurance (DGQA), sometimes with inputs from the Defence Research and Development Organisation.
The typical process is this: all available literature on the equipment is gathered and its multiple characteristics collated. The idea is to include as many features as possible to demonstrate how exhaustively the task has been performed. Thereafter, as the draft travels up the chain of command, it gathers additional parameters, as each officer feels compelled to suggest more improvements. “The final QR takes the shape of a well-compiled wish list of utopian dimensions, which simply do not exist,” stated Gen. Suman.
For instance, in 2004, the Army issued a tender for 168 light utility helicopters to replace the obsolete fleet of Cheetahs and Chetaks inducted into service in the mid-60s. The proposal required the chopper to hover uninterruptedly for 30 minutes, a capability no helicopter in the world possessed at the time. The maximum hover time then available, with a U.S. helicopter, was seven minutes. The Army was forced to withdraw the tender soon after.
Similarly, a tender to upgrade FH-77B 155mm/39 calibre howitzers, acquired in the 1980s, had to be scrapped twice, first in 2006 and again in 2009, as the QRs drawn up by the Artillery Directorate were unworkable. A BAE Systems official associated with the upgrade at the time said that the requirements were ‘unrealistic’ for these old guns, expecting more capability than even new howitzers.
In 2013, the request sent to at least five overseas vendors to replace the Army’s obsolete Bofors 40mm L-70 and Soviet ZU-23mm 2B air defence guns had to be scrapped. All five vendors declared the requirements to be unreasonable, as they demanded a firing rate of 500 rounds per minute, a capability no gun in the world possessed.
The same has applied to tenders for tank fire control systems, long range observation systems and for different ammunition types, all terminated over the years on grounds of overreach and unrealism. It would appear that the Indian Army’s search for matchless, and globally unavailable, equipment and capabilities triumphs over and over again.

54 Jets Set to Be Scrapped, Air Force Looks to Cannibalize on its Squadrons


The Rafale deal with France is yet to materialise, but the Indian Air Force is set to lose 54 fighter jets within the next six months. The planes - MiG 21s and MiG 27s, bought from Russia in the 60s and 70s - will be de-commissioned, bringing down the strength of the Air Force from 35 to 32 squadrons.

The Air Force - which needs at least 42 squadrons of 18 aircraft each to provide proper air cover at the Western and Northern borders - is now considering an unprecedented step to fill the gap, said sources.
The IAF has told the government that it could divert four to six planes from the existing squadrons - depending on requirement - to keep the total number of squadrons intact.

"We will have to pull out about 50 odd aircrafts from other squadrons and make up 3 squadrons," a senior Air Force officer told NDTV.

The flip side will be that it will reduce the operational strength and therefore the fire power of the squadrons.

The loss to each squadron at times could be more than six jets, since the fighters will sometimes be unavailable due to repairs and maintenance. The 18 fighters of a squadron include two trainers and two fighters in reserve.

"In effect, the number of fighters available at times for operational deployment will be even lower," the officer said.

MiG-21s are interceptor jets, used for air defence and air to ground attacks. MiG-27s are used for ground attack and a variety of purposes like destroying infrastructure.

But the Rafale jets -capable of deep penetration strike - that were to plug the critical gap are still far away. India has also scaled down the number of aircraft it planned to acquire from France from 126 to 36 off-the-shelf jets. Defence minister Manohar Parrikar had said they were "way too expensive".

And it will be another five years before indigenously built fighter jet Tejas can be deployed in a combat role.

"The IAF will fight with whatever we have, but the situation isn't a very happy one," a senior officer said.

India keen on new ‘Shtil-1’ SAMs for Navy


While waiting for the final Sea tests for the new Shtil-1, frigate-launched surface to air missiles, India has expressed interest in purchasing this upgraded SAM for its Navy. It is possible that China, which also owns earlier models of the Shtil, will be interested in buying the SAM for its frigates. ndia has shown interest in buying the new Shtil-1 naval surface to air missile (SAM) systems, being installed on frigates 11356 project, Maxim Kuzyuk, Tekhnodinamika General Director, told RIA Novosti.
"Now everyone is waiting for the state testing of the first ship of the ‘Admiral series’ (project 11356) to be complete. That is when the new SAM will be accepted into service with the Russian Navy, after which it will be possible to deliver it overseas. Today India has shown interest in acquiring the new Shtil. We are discussing deliveries as part of the upgrade of old vessels and the construction of new ones,” Kuzyuk said.
India has already received six ships of a similar class to 11356, but they were equipped with an old model of the Shtil, which can launch once every 12 seconds, while the new Shtil-1 can launch once every 1.5-2 seconds.
The Shtil-1 may also interest China, whose forces are armed with the old version of the SAM.
"China has six project 956 destroyers which are armed with the Shtil. Russia also has such vessels. Repairing the old SAMs is meaningless. Therefore, in the future, the current upgrade may interest not only the Russian Navy, but also our Chinese partners,” said Kuzyuk.
Launch and ground equipment for the medium range Shtil-1 SAM is produced at the scientific-manufacturing enterprise “Start” (which is part of the Tekhnodinamika holding). The system is designed to engage all the modern means of air attack at medium range and at altitudes from five meters to 15 kilometers. A distinctive feature of the system is the use of the updated surface-to-air missile with a vertical start, and the use of multi-function radar with phased array antennas.The Project 11356 frigates (being built at the Yantar ship docks in Kaliningrad on the Baltic Sea) are designed to carry out military operations in the ocean against enemy submarines, and to resist aerial attack, both independently and as part of a convoy of ships. At present there are six Project 11356 frigates being built for the Black Sea Fleet, which are to be launched by 2016.

Sale of Su-35 fighters to China about to be signed: report


Yuri Slyusar, chairman of United Aircraft Corp, a civilian and military aircraft manufacturer based in Moscow, said his company is about to sign the final contract with China concerning the sale of Su-35 fighters. Slyusar was speaking to reporters at the Paris Air Show and was cited by American defense analyst Zachary Keck n an article written for the Washington-based National Interest magazine.
Moscow and Beijing have been negotiating the contract since President Vladimir Putin approved the sale of the Su-35 to China back in 2012. No final conclusion was reached however out of fears by Russia that China will reverse engineer the 4++ generation multi-role fighter jet to produce a domestically built version like it did with the Su-27 three decades ago.

Moscow has also been concerned about Beijing's desire to buy only a small number of the fighters. With just 24 Su-35s, China could reverse engineer the fighter's NIIP Irbis-E passive electronically scanned array radar and 117S engine. This would mean an end to possible future export deals and a loss of both technology and cash for Moscow. With that in mind, Russia demanded China purchase at least 48 fighters but later softened its position due to the escalation of tensions with the West over Ukraine. As of November 2014, sources with the Russian defense industry said China only needed to purchase 24 aircraft.
The sources also said at the time that the contract would likely to be signed between late 2014 and early 2015. For unknown reasons, however, the contract was delayed again, according to Keck.
The Su-35 is seen as a fighter that can greatly extend the operational range of the People's Liberation Army Air Force. The aircraft will enhance China's ability to enforce its claims over the South China Sea.

Meet Ravinder Kaushik, The Indian RAW Agent Who Served As A Major In The Pakistan Army


Ravinder Kaushik was born in Sri Ganganagar, Rajasthan in 1952 to a Punjabi family. He was just a teenager who loved performing theater when he was spotted by India’s external intelligence agency, RAW. Nothing much is clear as to what happened in between his first contact with the RAW personnel during the national drama presentation and his graduation in 1975. Ravinder Kaushik joined the intelligence agency after graduating and little did he know that it would turn out to be a life-altering decision.
Fast forward to November 2001 in Pakistan where a certain Nabi Ahmed suffering from pulmonary tuberculosis and heart disease takes his final breath on his deathbed while ensuring a secret passage for the last of the letters he would write to his mother. This was not a hassle for him; passing on secret texts and document across the border, it is what he had been trained for thirty years ago when he first started training as an undercover agent for India.
Ravinder Kaushik or Nabi Ahmed was India’s best spy to ever penetrate the rank and profile of the Pakistan army. He went undercover at an age of 23 after being recruited by RAW. During his training in Delhi he learned Urdu, got acquainted with the muslim religious texts, the topography in Pakistan and underwent circumcision. When he was sent to Pakistan in 1975, all his records in India were destroyed and he was given a new identity of Nabi Ahmed Shakir. Nabi Ahmed now started his LLB in Karachi University to create a perfect back story and join the Pakistan army.
He was commissioned in the Pakistan Army and soon promoted to the rank of Major. During that time he converted to Islam and married a local girl Amanat, fathering a son with her. From 1979 to 1983 he passes on critical information to the Indian defense forces which were of great help. Because of the valuable information being sent by Nabi Ahmed he became famous as ‘The Black Tiger’ in Indian defense circles, a name conferred  by the then prime minister Indira Gandhi herself.
In 1983, Inyat Masiha was sent by RAW to get in touch with Nabi Ahmed. He was caught by Pakistani intelligence agencies and tortured to reveal Nabi Ahmed’s true identity. The cover now blown by the Pakistani intelligence agencies, Ravinder Kaushik was tortured for two years before being sentenced to death in 1985. His death sentence was later changed to life imprisonment by the Supreme Court.
Kaushik spent the last 16 years of his glorious life in various jails including Mianwali and Sialkot. Due to the poor facilities in the Pakistani jails, he contracted Asthma and TB which turned fatal. After enduring extreme trauma he finally succumbed to a heart disease in the New Central Multan Jail. The finest Indian spy is still buried today behind that jail.
His life still inspires a lot of young RAW officers and he is still remembered as India’s finest intelligence agent who never gave up serving his country in his death. Ravinder Kaushik will always be a true Indian soldier who gave his life without ever asking for any acknowledgement. We salute the great Indian warrior – The Black Tiger!

India has a new generation of Air-to-Air Missiles


The arrival in India of the first two upgraded Indian Air Force (IAF) Mirage 2000 T/TI fighter aircraft marked the induction of a new-generation of potent Air-to-Air Missiles (AAMs) with the service, in MBDA’s MICA AAM. The MICA will replace the Indian Air Force’s obsolete Super 530D Beyond Visual Range Air-to-Air Missile (BVRAAM) and Magic 550 II close combat missiles (CCM).

The MICA has an advantage over all other current AAM, of being the world’s only missile that features two interchangeable seekers — Radio Frequency (RF) and Infra-Red (IR). IAF Mirage 2000 T/TI’s can be carry up to six MICAs in a mix of RF and IR versions offering unprecedented operational flexibility and capability. When comparing MICA with the legacy Super 530D and Magic 550 II AAMs, the MICA is equipped with thrust vector control making it far more manoeuvrable and agile.

In addition, both IR and RF versions of MICA can engage multiple targets simultaneously something not possible on non-upgraded Mirage 2000s with the Super 530D and Magic 550 II missiles. The active radar seeker equipped MICA RF also has a much greater range than the missile it’s replacing, the semi active radar Super 530D. The MICA IR offers proven over the shoulder capability over the Magic II and much greater range along with Lock on before Launch (LOBL) and Lock on after Launch (LOAL) compared to the Magic II which offers only the possibility of LOBL shot.

The order for 493 MICA missiles (RF & IR) was placed in 2012 to replace the Mirage’s life-expired Matra S-530D BVRAAM and Magic 550-II CCM, with deliveries to be concluded by 2019. MBDA officials state, “everything is progressing as scheduled and deliveries will take place according to the requirements laid out in the contract regarding timing and quantities. Due to customer confidentiality, we cannot go into details of the split between the RF and IR versions.”

Upgrade work has been completed on the first two aircraft and work on the four more aircraft (two in France and two in India) are advancing on schedule as is the integration work on the missiles. MBDA personnel have been working closely with Thales as well as training Hindustan Aeronautics Limited (HAL) engineers here in France so that they carry out the remaining integration work on the aircraft to be upgraded in India. IAF Mirage 2000 T/TI’s benefit from the ‘multi-aircraft’ design of the MICA that allows the missile to be easily integrated on modern fighter aircraft. By deciding on the MICA, the IAF also benefited by not having to integrate an additional missile on its Mirage 2000 T/TIs and will also achieve substantial savings when it comes to the supply chain and maintenance of the missile. long with the MICA variants (RF & IR) carried on the upgraded Mirage 2000s, IAF Jaguars will be also fitted with the ASRAAM CCM, as part of Rs 2,700 crore (USD 428 million) contract signed just under a year ago. The other competitor for the contract was Rafael’s Python-5 AAM. The ASRAAM for Jaguar has been designated as the ‘new generation close combat missile’ (NGCCM) by the IAF.

The ASRAAM will be fitted on the Jaguar in a unique over-wing configuration allowing for maximum space below the wings remaining available for the Jaguar’s payload of air-to-ground weapons. The ASRAAM will be the sole AAM type fitted on the Jaguar for self-protection needs and the ASRAAM offers both close combat and near BVR capabilities. The missile is extremely fast off the rail and also features phenomenal acquisition ranges. The ASRAAM’s unrivalled ‘snap-up’ capability will offer the low-flying strike fighter an optimum means of defeating his adversary. ASRAAM provides an unrivalled self-protection zone. The ASRAAM will allow the Jaguar pilot to pull high ‘g’ manoeuvres while firing the missile without fear of compromising separation from the launch rail, say MBDA officials. Part of the Jaguar upgrade programme involves Helmet Mounted Display (HMD) and here ASRAAM can offer proven digital interface and functionality.

Sri Lanka revealed as first foreign buyer of JF-17

Sri Lanka will become the first foreign country to acquire the JF-17 Thunder, otherwise known as the FC-1 Xiaolong or "Fierce Dragon," the multi-role combat aircraft developed jointly by the Pakistan Aeronautical Complex and the Chengdu Aircraft Corporation of China, reports the Pakistan-based 92NewsHD.
According to the report, the order will be for around 18-24 aircraft, confirming claims made at the 51st Paris Air Show last week that the first contract for the sale of the JF-17 had been signed with "an Asian country."
Rumors that Sri Lanka might be the first to export the JF-17 arose earlier this month when a photo of the office of a Sri Lankan air force commander revealed a scale model of the JF-17.
The Pakistan Air Force announced that they will begin delivery of the JF-17 to Sri Lanka from 2017, adding that its Pakistani and Chinese developers will continue efforts to promote the aircraft to other countries.
Publicly available information indicates that the Sri Lanka Air Force currently has around 160 aircraft, 27,400 soldiers and 1,300 officers. Aircraft acquired from Chia include seven J-7 fighter jets and nine Y-12 transport aircraft, with additional orders for two MA60 transport aircraft.

BrahMos to Boost the Strike Capacity of Indian Air Force


It’s primed to be a packed year ahead for the Indo-Russian BrahMos supersonic cruise missile with upcoming flight-test of the missile aboard a modified Su-30 MKI of the Air Force and the prospect of the Indian Army raising two more BrahMos missile regiments.
The BrahMos air-launched version will be flight-tested aboard the IAF’s Su-30 MKI fighter in 2015 itself, Sudhir K Mishra, CEO and managing director of Indo-Russian joint venture BrahMos Aerospace Pvt Ltd (BAPL), told ‘Express’ during a recent visit to the company’s Thiruvananthapuram unit.
“The Nasik division of Hindustan Aeronautics Ltd (HAL) has completed the modification of Su-30 MKI for carrying BrahMos missiles. We are planning to test the missile this year itself once it has been integrated to the fighter,” Mishra said. “It will take about four to five months to complete the instrument flight test, the dummy test and the actual flight,” he said.
BAPL has so far handed over more than 100 BrahMos missiles to the 4th BrahMos missile regiment of the Army. “We are also looking at the possibility of raising the 5th and 6th BrahMos regiments,” Mishra said. Other plans, including fitting six ships of the Indian Navy with the 290-km missile, are on the anvil.
In May, the army had successfully tested an advanced version of the missile with steep-diving capability.
On foreign customers lining up for the missile, Mishra said that it was up to the Centre to decide. “The BAPL is ready to meet any production order, subject to the Government of India approval. It is for the government to decide where to export and whom to export it to,” he said. The Russian government has absolutely no problem with such orders, he said.

Super Weapon: China Reveals Deadly New Armor-Piercing Gun


China has revealed the world’s most powerful armor-piercing gun canon that could be used for the next generation of Chinese main battle tanks.
China revealed the world’s most powerful Jeffrey Lin and P.W. Singer 120mm/125mm armor-piercing gun cannon.
The gun prototype in comparison to other similar models displays the highest, range, velocity, and penetration power in the world, as stated by the 127th Ordinance Institute of the Central Northern University.
The prototypes’ barrel length is 7.5 meters with a length to caliber ratio of at least 60:1. The multipurpose cannon supposedly has a muzzle velocity of 2,000m per second for armored piercing fin stabilized discarding sabot (APFSDS) rounds, Popular Science reported.
The cannon gun will be put for a full test by the People’s Liberation Army (PLA) and could be used for the next generation of Chinese main battle tanks.According to Lin and Singer it may be possible that this new military hardware “could provide indirect fire support with cannon launched missiles and shells for Chinese forces, such as distant, networked infantry units calling in strikes on enemy positions (though the turret size and recoil mechanisms means that the claimed maximum 40km range is likely theoretical),” media reported.
Lin and Singer also note that should the gun prototype turn out to be successful, it would be a good example of how the Chinese defense sector is now collaborating with academia when it comes to military R&D projects.

Meteor On Target for Service Next Year


The Meteor long-range air-to-air missile, which is under development by a six-nation consortium with MBDA (Chalet 173) as industry lead, is on course to enter service next year with the Swedish air force’s Saab Gripen fighters–although Rafale and Typhoon pilots will have to wait until 2018 before they get their hands on the weapon. It will bring what MBDA describes as a “step change” to air combat.
MBDA and its partners Saab and Inmize have completed developmental firings, accomplishing more than 20. Now the weapon is in production, further tests are in the hands of the customers and airframers, who are conducting the integration with the Gripen, Rafale and Typhoon. Saab is adding the Meteor to the JAS 39C/D through the MS20 upgrade.
Meteor is also slated for the Lockheed Martin F-35 Joint Strike Fighter, and is a candidate for integration during the Block 4 capability upgrade cycle. MBDA expects to hear whether it will be included in Block 4 around the end of the year.
As far as partner nation requirements go, Italy and the UK are buying the F-35B, but MBDA also wants to get the missile into the F-35A version that will generate the most sales. To fit the F-35’s internal weapons bay, the Meteor will have to be modified with cropped fins, although this is expected to provide some drag-reduction benefits.
MBDA’s UK air adviser Russ Martin foresees a healthy export market for the Meteor, especially as sales grow for the fighter platforms to which it is currently matched. “It’s a perfect storm. There is a clear need to replace missiles such as the AMRAAM and ‘Adder’ [Vympel R-77], and there’s a range of new platforms being developed.”
Although there are some parts covered by U.S. ITAR controls, export restrictions are unlikely to be a problem, Martin explained. “If the platform is cleared for export, then it is more than likely that the Meteor will be cleared as well,” he said.
Meteor’s advanced “throttleable” ramjet motor bestows very long range on the missile. Not only does this greatly increase the chance of firing first against the enemy, it also decreases the likelihood that the engagement will end up at closer ranges, where the outcome is less predictable. “You need to make that first shot count when the air picture is stable,” added Martin.
For shorter-range engagements the missile converts range performance into greater speed to increase kill probability to the maximum possible. The weapon has a management system that calculates the distance to target and the amount of fuel it can burn to achieve the intercept, with the aim being to have converted all the fuel to either range or speed by the time it hits the target.

HAL Chooses TPE331 for New Indian Basic Trainer


Hindustan Aeronautics (HAL) has chosen the Honeywell TPE331-12B turboprop to power its proposed new basic trainer. The HTT-40 is the delayed indigenous candidate to replace the old HPT-32 piston-engine basic trainer in the Indian Air Force (IAF). After delays in development of the HTT-40, the IAF bought 75 Pilatus PC-7 Mk II turboprops as an interim measure. Those aircraft are now being delivered.

However, the IAF is reportedly reluctant to introduce a second type of basic trainer. It is exercising another 38 options in the contract with Pilatus, bringing the total of Swiss airplanes ordered to 113, against a total basic training fleet requirement of 181.
Honeywell has delivered some 13,000 TPE331s for both military and civil applications, and they have logged 122 million flight hours.
