UTTAM AESA will be ready for induction on Tejas Mk 1A


Let’s begin with the big news of the year, the anti-satellite test (A-Sat), which the DRDO successfully carried out in March 2019. How would you sum it up?

It was a major technological achievement for the nation. Necessary technologies were already developed as a part of our missile development programmes and ballistic missile defence programmes; but it was required to be customised and integrated together to achieve the desired outcome. Though the building blocks were put in place some time back, the activities of the mission for demonstration of the technological capability were initiated only after the clearance by Prime Minister in late 2016.

Confidentiality was a major challenge for development of a programme of this magnitude, involving multiple laboratories and agencies, with technical complexities. It was also required to conduct the tests at the earliest. A lot of planning was involved from conceptualisation of the mission through development to interception demonstration within two years, ensuring that it is kept confidential. The short time taken by DRDO to migrate from concept to capability demonstration indicates the maturity of technologies, dedication, willingness and capability of DRDO fraternity to accept technological challenges for its time-bound realisation.

We were able to hit the satellite directly with the precision of a few centimetres. The altitude was deliberately kept low, about 250-300km, to avoid the long-term effects of the hit, like the scattering of the debris in the higher orbit. In terms of capability, we can reach beyond 1,000km. Since most of the satellites are in low earth orbit, this capability is adequate as of now. Of course, there are some satellites at medium altitude too, but once we have demonstrated this capability, we can always enhance it by increasing the propulsive power in the vehicle.


Are you working on enhancing that?

No, we are not planning to enhance it as all the technology requirements for the requisite capability have already been established. Having achieved the desired objectives, this programme has been successfully concluded.

It is also important to note that such tests cannot be done repeatedly.


The government established a task force on Artificial Intelligence (AI) last year as part of its initiative Innovations for Defence Excellence (iDEX) that was launched during DefExpo 2018. Since then both Bharat Electronics Ltd and Hindustan Aeronautics Ltd have announced their programmes pertaining to AI, robotics and swarm technologies. What is DRDO’s role in this? Is it a mere coordinator or is it guiding the research?

iDEX is a nice initiative by department of defence production (DDP). DRDO, being the only agency involved with design and development of defence systems, is pursuing a lot of research in this area. DRDO has been encouraging and providing technological and other support to academic institutions, like IITs and industries, both public and private sectors, through various platforms and will continue to support them.


Are you also looking at some kind of collaboration with friendly foreign nations who are doing advanced research in this area?

We have been working with several countries including the United States, Russia, United Kingdom, France and Israel through joint working groups on technology. We have identified several futuristic technologies for joint research in areas like nano technologies, nano sensors, deep learning etc. However, we are still to have any specific collaboration or agreement.

We are conscious of the fact that technologies of the future need to be developed within the country to avoid perpetual dependence on other countries. DRDO has set up Young Scientist Labs for concerted research efforts in these advanced technology domains. In addition to continued efforts at our own labs, we are supporting start-ups in a big way. The role and importance of our academic institutes cannot be understated in providing ‘blue skies research’ for such crucial technologies.


Do you have a separate corpus for this?

The fund allocated to us is for all technology domains and as such we do not need to create a separate corpus for this.


Do you find enough interest among the services for AI-enabled weapons?

Yes, the services have been showing a lot of interest in AI-based weapon technologies. In fact, a number of systems are being developed based on their requirements.


Given that AI is such a vast field and the services would want everything, from basic technologies for command and control as well as advanced weapons. Where are you putting the focus?

We are concentrating on both — basic technologies as well as advanced applications. Control on technologies is crucial. Our labs are working on many products with AI-based technologies. We have also set-up a Young Scientist Lab in this critical technology domain. In addition, we are encouraging start-ups to come up with technologies, systems and products with AI. At the same time, we are working in tandem with academic institutions also on basic technologies.


Do you envisage some joint development projects with friendly countries in the future?

Yes, we may have joint development projects with friendly countries for technologies and systems of mutual interest. Joint working groups have been already established for this.


What kind of work are we doing in the field of hypersonic missiles?

We have recently conducted a hypersonic technology demonstrator test. It was a successful launch and we got a lot of data, which will be very useful for our future tests. We are currently working on hypersonic engines and hypersonic materials. We have undertaken projects for enhancing our capabilities in the areas of aerodynamics, aero-thermal effects, material sciences etc. for use in hypersonic missiles.


What timeline do you envisage for the development of the prototype of a hypersonic missile?

Developmental activities in this area are being undertaken by the different labs. I anticipate that a flight demonstration of hypersonic missile should be ready after five years.


What is the update on Nirbhay cruise missile? What percentage of the missile is indigenous?

Nirbhay is a very successful programme. We have successfully developed and flight-tested the long-range subsonic cruise missile. Six tests have been conducted to validate all the mission objectives and requirements as of today.

I would say close to 70 per cent of the missile is indigenous. We didn’t take any help from anyone in the design and development of this missile, except for buying certain off-the-shelf components from abroad. Imported engine was utilised in the initial tests; however indigenous engine has been developed in parallel, which would be used in the production version of the missile. Major technologies like actuators, Inertial Navigation Satellite System, etc. used in the missile system have been developed indigenously.


Can Nirbhay be inducted into service?

Yes, it can be. The developmental trials are completed for the present land-based configuration of the missile system and the capability has been established. We are discussing its operationalisation with the Services for other variants like sea-based and air-launched versions.


Are you looking at the possibility of making this missile intelligent?

Improvement in developed product or system capabilities is a continuous process for an R&D organisation and we are no exception.


What is the update on Prahaar ballistic missile?

Prahaar is a surface to surface missile. The mobile launch platform will carry multiple missiles, which can have different kind of warheads meant for different targets and can be fired in salvo mode in all directions covering the entire azimuth plane. Development trials of Prahaar have already been conducted.


While DRDO has a full range of unmanned aerial systems, there doesn’t seem to be any programme to develop unmanned combat aerial vehicles (UCAV). What is the reason for this?

In the unarmed UAV category, we have the Rustom family. Rustom 1 is fully developed. Its trials have been concluded. Rustom 2, a medium altitude long endurance (MALE) UAV, is in the advanced stage of development. As far as UCAV is concerned, we don’t have any sanctioned programme as on date; however, we have undertaken development of technologies required for realisation of UCAV.


The armed forces are inclined to procure more and more precision guided munitions. We already have Harpy and now we are going to procure Harop too. What is DRDO doing in the realm of smart, precision weapons?

The purchase of Harpy and Harop is based on the present requirements of the services. A lot of work is going on in DRDO, along with academia and industry in this area. Two premier laboratories of DRDO are working in the area of precision weapons.


What kind of work are you doing in anti-radiation systems and anti-airfield weapons?

Both the systems are quite distinct from one another. Anti-radiation systems are for a very specific purpose and the necessary intelligence to target radiating systems is built into the system. We have a number of on-going projects for the development of anti-radiation systems. Anti-airfield weapons system has already been developed and is undergoing trials; development trials are likely to be completed by the end of this year. We shall continue to work on this system to further refine the technologies involved. All of this is designed and developed entirely indigenously.


What is the status of the ballistic missile defence programme?

We have developed and demonstrated ballistic missile defence systems, both with exo-atmosphere and endo-atmosphere interceptors. With exo-interceptor, we have achieved the altitude range of up to 120-140km, through both real and simulated tests. We have adequate radars and sensors to meet the present requirements. The development of Phase-I of the programme, meant for up to intermediate range missiles, is complete.


But why is it not deployed yet?

Our mandate is to design, develop and demonstrate the capability of the systems. We support the lead system integrators or the production agencies for production of the quantity required. When, where and how to deploy a system is a government decision. We are ready to implement the decision as and when taken.


So, what have been accomplished in phase-I?

As I’ve already mentioned, both exo and endo interceptor capabilities have been successfully demonstrated. I would like to add here that India is one of the few countries in the world to successfully pursue the BMD programme. We have taken significant strides in this domain. We have also demonstrated kinetic kill and all the necessary technologies needed for this have been developed indigenously.


Since the airspace division is roughly about 100 km, if you are able to do your endo-atmosphere interception at a very high altitude (which according to reports was only 45 km), then you can perhaps kill hostile hypersonic missiles too which travel at this altitude?

The hypersonic BMD is a different technology domain. The way one develops the ballistic missile defence is different from what is needed for hypersonic missile defence. The hypersonic missile can be intercepted at different altitudes. A limited capability is being built in AD-1 interceptor to engage hypersonic glide vehicles.


Is it correct to say that for the endo-interception we are looking at an altitude of about 45 km?

We have the capability to engage a target at different altitudes.


Has work commenced on phase-2?

Yes, we have already started work on Phase-2 and it should be ready for demonstration in about two to three years’ time.


DRDO has been looking to collaborate with a technology partner for a jet engine and was in talks with Safran Aircraft Engine. What is the update on that? Will you continue to work on the Kaveri engine or develop a new one?

The Kaveri engine, as a technology, is developed. The power of the engine, within the present constraints, is not sufficient for the current requirements of Light Combat Aircraft (LCA). We have a roadmap for aircraft development in the country, which also requires development of high-power engines suitable for these aircrafts. For this, we are looking for partners who can join hands with us in the development of high-power jet engine. I will not name any particular company right now because we are still at a discussion stage.


What is the update on the Air Independent Propulsion (AIP) system? Are you looking for some hand-holding in this programme?

We are developing the AIP system completely indigenously. We have the capability to do this on our own and we are confident that we will be able to do this successfully on our own. We don’t need any hand-holding for this.


When will you be ready to show it to the navy?

I am confident that we will be able to demonstrate it to the navy by the end of this year.


What is the update on your Next-Gen anti-tank missile system?

We have developed a number of variants of anti-tank missiles as per the requirements of the services. User trials of Nag ATGM have been successfully conducted and development trials of Helina, the airborne anti-tank missile, are under progress. We are currently working on MPATGM (man-portable anti-tank guided missile) programme. Five demonstration trials have already been completed and we would be able to offer it for user trials soon. We have now demonstrated the capability to indigenously develop best of its class ATGMs, which can be produced by Indian industry.


What is the progress on Tejas II?

Tejas II is progressing well. The design phase has been completed. As far as the engine is concerned, the user is satisfied with the present one used and so we will go with the same. For the Indian Navy, we are working on a separate programme as the requirements are different. The design phase for Mark II Navy is over and it will certainly meet all their requirements.


Will there be substantial difference between Tejas II and Naval Mark II?

These are different aircrafts based on the different requirements of the users.

In the early Nineties, Dr APJ Abdul Kalam had mentioned that the DRDO was working on a milli metric wave (MMW) seeker for the Nag ATGM. Since the Nag programme is over now, are you still working on MMW seeker?

We have been working on the MMW-based seeker very seriously. Today, the seeker is developed and we are working on an anti-tank missile with MMW seeker. This is a separate programme, approved by the government. We have been working on it for the last couple of years. The prototype will be ready by the end of this year.


What is the project called?

Let us wait for the first demonstration trial.


As DRDO chief, what are your priorities, in the short and the medium term?

I have advised my lab directors to focus on three categories based on timelines. The first category is futuristic research. Being an R&D organisation, we need to work on futuristic research, which is applied research supported by basic research by the academia. This is essential for any country to progress. The second category is of current technologies, which we need to work upon for the next five years, for development of weapons, systems and platforms. The third category comprises on-going programmes.

Based on this, we have drawn a very explicit roadmap for all our laboratories. This lays down targets for the next two years, two to five years and five to 10 years respectively. All the laboratories are working to meet the targets within the given time frame.


Will nano technology be part of your AI system?

Nano technology is a natural evolution and would increasingly be a part of, what we refer to as, hardware for any system. AI-based systems also would not be an exception.


You have mentioned IIT-Delhi. Which other educational institutions are you working with?

We have centres of excellence at IIT-Chennai, IIT-Mumbai, Jadavpur University, Bharathiar University of Coimbatore and Indian Institute of Science, Bangalore. In addition to these, we are working with 150 other academic institutions. Depending upon their core strength and our requirements, we fund developmental research in the areas of high energy materials, propulsion technology etc. in these institutes.


How many prototypes have you made based on the research done in the academia?

We have a very fruitful association with the academia for several decades now. A number of prototypes have been made based on the research that emanates from theses institutes.


One of the factors that have stymied the development of Indian defence industry is the inability to export. What steps have been taken to not only encourage, but promote exports?

The government has come out with several policies to promote exports. We are creating awareness of DRDO developed products and systems by showcasing them in international defence and aero shows. Keen interests have been shown by many countries for different systems. We will be supporting the industry with technologies to enhance their export competitiveness.


What is DRDO doing in the sphere of cyber warfare?

Space and cyber has become the fourth and fifth dimension of warfare. DRDO has been working in the domain of cyber defence closely with all stakeholders to ensure safety and security of our defence systems and equipment.


What is the update on AESA radar?

The AESA radar is integrated with the Light Combat Aircraft. The test and evaluation are going on at the moment. We are confident that AESA radar would be fully proven by the next year and would be ready for induction on Tejas Mk 1A.


Is there anything else that you would like to speak about?

On the technology front, we are very seriously working on AMCA (Advanced Medium Combat Aircraft). The design efforts have started, product development has begun and we are regularly interacting with the Indian Air Force (IAF) on this.

We are now integrating with the Indian industry in a big way. We would be engaging the industry as the development-cum-production partner from the beginning of the project to ensure seamless transfer of technology and offer systems from first of production model for trials to cut down the development cycle time. Para 72 of DPP 2016 facilitates this. We want to strengthen our manufacturing base by enabling Indian industry through their involvement as partners and not limited to assembly line job.

Sukhoi 30 Fighter Jet Crashes Into Paddy Field In Assam, Pilots Eject Safely


A Sukhoi fighter jet of the Indian Air Force crashed in a paddy field near Tezpur in Assam on Thursday evening, a defence spokesperson said.

Both pilots of the aircraft ejected safely and have been rescued, defence spokesperson Lt Col Harsh Wardhan Pande said.

One of the pilots suffered injury in his leg, he said.

The Su-30 MKI fighter jet was on a routine training mission when it crashed in the paddy field in the Milanpur area and burst into flames at around 8:30 pm, Lt Col Pande told PTI.

The crash caused no damage to public property, he added.

Local people rushed the two pilots to the Army Base Hospital in Tezpur, he said.

Fire engines were rushed to the spot to bring the flames under control, the fire department said.

A Court of Inquiry has been ordered to ascertain the cause of the accident, official sources said in Delhi.

India to add more Russian multi-role fighters


With new agreements in the works and a way to skirt US sanctions, the Kremlin is hoping to grow its backlog of major arms deals with India, which currently stands at an impressive US$14 billion.

New Delhi is expected to cement several arms deals with Moscow at the next session of the Indo-Russian intergovernmental commission on military industrial cooperation, to be held in October, AINonline reported.

These would include a contract on 18 additional kits for the Sukhoi Su-30MKI heavyweight multirole fighter for assembly at HAL’s Nasik plant. This would bring the grand total of such aircraft procured since 1999 to 240.


Additionally, the Indian Air Force would receive “over 20” used MiG-29 lightweight interceptors from the Russian Air and Space Force for their subsequent conversion into Mig-29UPG multirole aircraft, the report said.

Apart from the fighters, New Delhi is seeking to procure about 1,000 air-to-air missiles. The local media has specifically reported on 300 R-73E and 400 RVV-AE (exportable R-77) weapons developed by the Vympel design bureau.

Reports also emerged recently concerning the procurement of R-27s worth US$217 million. The most recent R-27 purchase was in 2013, when around 400 were bought from Ukraine, where a production line is located.

Since then, Russia’s Tactical Missile Corporation (TRV) has mastered production of the R-27 and improved R-73, sometimes referred to as the R-74, at its own facilities.

It is interesting to note that the decision to purchase Russian missiles comes after an earlier announcement that India would test MBDA missiles on the Su-30MKI. However, no request for permission to do this was filed with Moscow by India, the report said.

New Delhi is also looking to set up local production of the Igla-S shoulder-launched anti-aircraft missile in a manner similar to the recently agreed deal for Kalashnikov assault rifles.

This burst of new purchases in Russia is at least partially due to the fact that Moscow and New Delhi have recently worked out a new set of payment methods and procedures that enables arms deals between them within the conditions of the newly introduced US sanctions such as CAATSA.

In July, Dmitri Shugayev, who heads FSVTS, Russia’s Federal Service for Military-Technical Cooperation, told journalists that the two engineered a scheme under which they can make transactions in a way that evades sanctions imposed by Washington, the report said.

A mutually agreed set of payment methods and mechanisms was developed specifically for the S-400 contract, involving the national banking systems and special-purpose vehicles.

Yet another major development in relations between the two nations has been the establishment of a joint after-sales support group under the umbrella of the Indo-Russian intergovernmental commission on military-industrial cooperation.

“We agreed to expedite entering the interstate agreement on joint production of spare parts and expendables on Indian soil,” FSVTS deputy head Vladimir Drozhzhov told AINonline.

United Nations rejects Pakistan’s appeal for intervention on J-K


Calling for "maximum restraint" by all sides, UN Secretary General Antonio Gutteres on Thursday indicated the Kashmir dispute needs to be resolved bilaterally in keeping with the Shimla Agreement of 1972 and by peaceful means in accordance with the UN charter.

The reference to the Shimla Agreement in this context is rare and significant, according to people familiar with these discussions, as it provides the framework for resolving the dispute bilaterally, which is a rebuff in a way to Pakistan's attempts to seek UN intervention.

"The Secretary-General has been following the situation in Jammu and Kashmir with concern and makes an appeal for maximum restraint," a spokesperson for Gutteres said in a statement and added that the position of the United Nations on this region is governed by the world body's Charter and applicable Security Council resolutions.

The spokesperson also said, "The Secretary-General also recalls the 1972 Agreement on bilateral relations between India and Pakistan, also known as the Shimla Agreement, which states that the final status of Jammu and Kashmir is to be settled by peaceful means, in accordance with the Charter of the United Nations."

The secretary general was "concerned over reports of restrictions on the Indian-side of Kashmir, which could exacerbate the human rights situation in the region," the spokesperson added and that he has called on all parties to "refrain from taking steps that could affect the status of Jammu and Kashmir", which was a reference, according to those people cited above, to the "final status", and not the change in the state's status to that of a Union Territory.

Pakistan had sought UN and UNSC intervention in a letter to Gutteres, but it appears to have not achieved its objectives. Pakistan's permanent representative to the UN Maleeha Lodhi had written on Twitter on Tuesday that the letter, written by Foreign Minister Shah Mehmood Qureshi would make "clear that the rights of Kashmiris as provided by Security Council resolutions cannot be abrogated by any unilateral action. Compliance of SC resolutions on J&K is essential for peace in our region". She did not say, but was referring to Resolutions 39 and 47 from 1948, which set up a UN-mandated commission to help resolve the dispute and recommended a plebiscite in the state to determine its final status.

MoD to decide on buying two BrahMos Missile Coastal Batteries to tackle Enemy Warships


In his first Defence Acquisition Council (DAC) meeting, Defence Minister Rajnath Singh will decide on acquisition of weapon systems worth around Rs 12,000 crore including the procurement of two Brahmos supersonic cruise missile batteries for the Indian Navy.

The meeting is scheduled to be held on Thursday in which the Defence Minister is also going to take a call on several acquisitions from both India and abroad.

"The two mobile missile coastal batteries have to be acquired for the Navy. The Navy would deploy the Rs 1400 crore BrahMos supersonic cruise missile batteries deployed on the Tatra trucks close to major cities from where it can destroy any incoming enemy warship in case it is posing any threat," government sources said.

The Navy wants to use the two BrahMos missile batteries to replace its existing systems which have become old and need replacement, they said.

In the DAC meeting, Singh is scheduled to take a call on the acquisition of 14 medium-lift choppers for the Indian Coast Guard which are likely to cost more than Rs 7,000 crore.

The meeting will also take a call on the deviations in the proposal for acquisition and manufacturing of AK-203 assault rifles between India and Russia.

The Defence Minister will also decide on the proposed procurement of two electronic warfare systems for deployment along the Pakistan and China borders.

Though the DAC is meeting for the first time since the new government was formed, the Narendra Modi administration has already spent around Rs 8500 crore for meeting the emergency requirement of the forces in its first 50 days.

Weapon systems such as the Spice 2000 stand off bombs and Spike anti-tank guided missiles from Israel, Strum Ataka air-launched ATGM and several other spare parts from Russia have been acquired under these powers by the Indian Air Force.

Pakistan’s $6 Billion IMF Loan Can Get Cancelled If FATF Keeps Islamabad in Grey-List





An exit from the grey-list of the Financial Action Task Force (FATF) is vital for Islamabad to secure credit from financial institutions including the International Monetary Fund (IMF). This was stated by IMF Representative Teresa Daban according to a report by Pakistan-based Express Tribune.

“Failure to exit from the FATF grey list is a risk to the recently approved $6 billion IMF deal,” said Daban while speaking at an event according to Express Tribune

“The IMF is responsible for the financial system stability and the FATF-related issues impede taxation and undermine banking system,” said the country head of the IMF. She said that the greylisting also undermines capital inflows in addition to affecting the private sector.


The IMF estimated Pakistan’s gross external financing needs during the three-year programme period at $81 billion. Of this, it has projected private sector inflows at $28 billion or around 34% of the projected needs. But Express Tribune quoting Daban recognised the hard work that Pakistan was putting to exit from the FATF grey list.

Pakistan was placed on the FATF list in June 2018 owing to shortcomings in effectively addressing terrorist financing risks. The IMF also added a structural benchmark in the $6 billion that requires Pakistan to fulfil at least 27 actions agreed with the FATF by October 2019.

Daban underscored the need to exit from the grey list ahead of the review of Pakistan’s Mutual Evaluation by the Asia Pacific Group on Money Laundering and final review of the 27-point implementation plan by the FATF Plenary.

“A potential blacklisting by FATF can result in a freeze of capital inflows to Pakistan, jeopardising the financing assurances under the programme,” underlined the July 2019 IMF report on Pakistan.Daban highlighted resistance to fiscal measures, opposition to governance reforms, absence of the government’s majority in Senate, a large amount of short-term external debt that needed to be rolled over and failure to exit from the FATF grey list as risks to the IMF programme.

She said, “Difficult steps have been taken upfront to mitigate these risks to the programme.” The IMF will hold the first quarterly review before the end of December.

“The IMF has an obligation to make sure that countries have legal, regulatory and financial frameworks that are compliant with the FATF’s AML/CFT regulations and this decision had been taken by the IMF’s Executive Board a few years ago,” said Daban.

To a question, she said, “The CPEC [China-Pakistan Economic Corridor] debt is mostly private and the conditions are also good but the challenge is how to catalyse the project so that it helps Pakistan’s economy grow in a sustainable manner.”

She said the IMF had access to all the information that was required for debt sustainability analysis, adding that Pakistan remained in a challenging situation and something had to be done to bring the debts at sustainable levels.

Daban answered the questions in her own typical style.

Pakistan’s external debt component was not very high, standing at nearly 37% of the GDP, but even this much component was not sustainable, she added. The IMF report projected that the external debt-to-GDP ratio could grow to 43% by the end of this fiscal year.

The budget deficit position in the fiscal year 2018-19 would be “uncomfortable”, although the final results had not been announced yet, he added.

“The revenue-based fiscal consolidation is one of the three main pillars of the IMF programme. The country needs to enhance revenues in any way and failure to achieve revenue targets will mean that the public debt cannot be brought down to sustainable levels,” said Daban. “The other important component is the market-based exchange rate regime, which Pakistan has already implemented since May. The market will have to determine the value of the rupee against the US dollar and the SBP can intervene only when there is a disorderly transition.”
 The IMF country head said the nature of challenges required more comprehensive policy actions, which should be accompanied by reforms. The IMF had made the 2019-20 plan on the basis of budget deficit equal to 7.2% of the GDP but the initial estimates put the figure above 8.6% of the GDP.

She said the interest rates had to be increased in the short-term to contain inflation. She said the SBP projected inflation to grow to 11% and the “interest would have to be adjusted accordingly”.

To a question on military spending, Daban said the IMF does not micro-manage any country and it was Pakistan’s sovereign right to set its priorities. The country representative of the IMF said, “The Article-IV consultations with Pakistan will take place soon. The IMF will also start providing technical assistance after improvement of security situation allowed visit of the IMF teams to Pakistan.”

The current account deficit was on the decline but the country needed more substantial policies to bring it at manageable levels, she added. The three main issues were continuous financing of the current account deficit, servicing the maturing external debt and building foreign currency reserves, she added.

To a question on Centre-provincial fiscal relations, the country head said that there was still room to shift more fiscal responsibilities to the provinces. “When the provinces get a larger share out of the federal tax collection, then why shouldn’t they help the federal government in times of calamities,” she added.

India to embark on Rs 10,000-cr project to replace Mi-17 copters


India is set to embark on a Rs 10,000 crore project to design and develop an indigenous medium lift helicopter that will replace all imports in that class for the armed forces. Given the scale of investments needed – this would be the largest helicopter design attempted by India – cabinet approvals will be needed for the project, with sources saying that work has commenced on the process.

The Indian Multi Role Helicopter (IMRH) plan will involved a tough development program, that will include multiple destruction tests to prove the sturdiness of the design before it can be certified for military use.

Sources said that the requirement of the armed forces in the coming years for a helicopter of this type is being pegged at over 550 units, with potential exports also being looked at by Hindustan Aeronautics LimitedNSE -1.99 % (HAL). The state owned company has several running helicopter programs – from the Advanced Light Helicopter that is in active service to the Light Combat Helicopter that is being produced and the underdevelopment Light Utility Helicopter.

The IMRH – first released as a concept at the Aero India show in 2017 – will essentially be designed to replace the large fleet of Mi-8/17 Russian origin helicopters that are currently the backbone of India’s transport chopper fleet.

While the concept was unveiled, work to design the chopper and build prototypes for testing has not commenced as financial approvals are needed for the next stage. Sources said that the ?10,000 crore plan is being placed for approvals and once funds are allocated, the first helicopter could make it to the skies for testing within two years.

“We now have proven technology when it comes to helicopter design. This would be a larger chopper but the design concepts and experience is in place to take it forward,” officials aware of the project told ET.

The first full scale mock up of the IMRH that was unveiled by then defence minister Manohar Parrikar showed a 12 ton class chopper with a seating capacity of 24 with roles varying from tactical troop transport, off shore operations, VVIP transport and a special capability to operate at high altitude. The twin-engine chopper is to have a dedicated Naval variant as well.

HAL has made it clear that the chopper is being designed to replace the Mi-17 class of helicopters not only in India but for the global market as well, saying that the Russian choppers are operational in over 40 air forces around the world that will need replacements soon.

NOTIFICATION New Delhi, the 5th August, 2019 G.S.R .551(E).— the following Order made by the President is published for general information:- THE CONSTITUTION (APPLICATION TO JAMMU AND KASHMIR) ORDER, 2019 C.O. 272 In exercise of the powers conferred by clause (1) of article 370 of the Constitution, the President, with the concurrence of the Government of State of Jammu and Kashmir, is pleased to make the following Order:— 1.

(1) This Order may be called the Constitution (Application to Jammu and Kashmir) Order, 2019.


(2) It shall come into force at once, and shall thereupon supersede the Constitution (Application to Jammu and Kashmir) Order, 1954 as amended from time to time.
(3). All the provisions of the Constitution, as amended from time to time, shall apply in relation to the State of Jammu and Kashmir and the exceptions and modifications subject to which they shall so apply shall be as follows:— To article 367, there shall be added the following clause, namely:— “

(4) For the purposes of this Constitution as it applies in relation to the State of Jammu and Kashmir—
(a) references to this Constitution or to the provisions thereof shall be construed as references to the Constitution or the provisions thereof as applied in relation to the said State;
(b) references to the person for the time being recognized by the President on the recommendation of the Legislative Assembly of the State as the Sadar-i-Riyasat of Jammu and Kashmir, acting on the advice of the Council of Ministers of the State for the time being in office, shall be construed as references to the Governor of Jammu and Kashmir;
(c) references to the Government of the said State shall be construed as including references to the Governor of Jammu and Kashmir acting on the advice of his Council of Ministers; and
(d) in proviso to clause (3) of article 370 of this Constitution, the expression “Constituent Assembly of the State referred to in clause (2)” shall read “Legislative Assembly of the State”.”

In its largest ever export order, OFB to supply 50,000 Bofors shells to UAE


In its largest ever export order, the Ordnance Factory Board (OFB) will supply 50,000 artillery shells used with the Bofors guns to the United Arab Emirates (UAE). A contract worth Rs 315 crore ($45.75 million) contract was signed last month, adding to an earlier order for 40,000 shells that finalized in 2017.

The contract has been described by the defence ministry as the `largest ever single export order’ to the state owned OFB that manufactures a bulk of the ammunition in used by the Indian armed forces. In particular, the OFB will supply 50,000 numbers each of the 155 mm HE ERFB BT Shell and Primer M19l-A2 to UAE.

The order comes as a boost to Indian plans to promote defence exports, with a target to reach Rs 35,000 crore annually by 2025. Among other nations, UAE has been identified as a key partner to promote arms exports as the Rajnath Singh led defence ministry has unveiled a series of policy initiatives that range from easing norms to get export licences to financially empowering defence attaches across the world to promote Indian military equipment.

The OFB order comes two years after it signed a deal with UAE to supply it with 40,000 units of the artillery shells. The repeat order, with an increased number, is considered to be an endorsement of the quality and delivery schedule followed by OFB.

As reported by ET, Indian defence exports have zoomed to almost Rs 11000 crore - more than twice from a year ago - on the back of recent policy liberalization. The hike in defence exports – from Rs 4682 crore in 2017-18 to 10745 in 2018-19 – will likely grown faster with a plan for a new general export license to enable Indian companies to export certain equipment to identified nations without restrictions.

Latest government data shows that in the current financial year, exports worth Rs 3323 crore have already been processed, with a bulk of these being by the private sector. Of the Rs 11,000 crore odd worth of exports last financial year, the private sector contributed to over Rs 9812 crores, according the data.

The government plan is to give the defence sector a $ 25 billion pie in the $ 1 trillion Indian manufacturing economy that is targeted for 2025. Out of this, defence exports by Indian companies is targeted at $ 5 Billion.
 As reported by ET, the government has drawn up a list of 85 nations that it wants to promote its defence industry. Defence attaches are being given an annual budget of up to $ 50,000 each for promoting exports of Indian made defence products from both the public and private sector by participating in exhibitions, conducting market studies, organizing seminars and distribution of publicity material.

The nations that India believes have the maximum potential of purchasing military equipment include Vietnam, Thailand, Bahrain, Bangladesh, Afghanistan, UAE and Malaysia. Even western nations with a developed defence industry like UK and USA are on the list due to the increasing ecosystem of sub system manufacturers in India that have access to technology thanks to defence offsets programs of the past.

Kalyani Rafael bags $100 million missile kit order


Kalyani Rafael Advanced Systems (KRAS), a joint venture between Kalyani Group and Israeli defence equipment giant Rafael Advanced Defense Systems, announced that it has received its first major order worth $100 million from overseas partner Rafael to make Barak 8 missile kits.

The order is to produce 1,000 units of Barak 8 MR-SAM missile kits over the next four years to be supplied to India’s state-run defence manufacturer Bharat Dynamics Ltd (BDL) for further integration.

Addressing the media in Hyderabad on Thursday, Kalyani Group chairman Baba Kalyani said the first Indian private defence sector firm to receive one of the largest foreign direct investments was also looking at expanding facilities in Hyderabad.

He said that KRAS is currently in talks with the Telangana government for setting up a second facility in Hyderabad over around 100 acres for integration and indigenisation. The joint venture already has a anti-tank guided missile production facility in the city.

“As we keep expanding our production, we will expand our capabilities, facilities, talent pool that we have, which will happen as we move forward,” he said.

Termed the development as a testimony to the capabilities that now exist within the Indian private defence sector, Kalyani said, “Going forward, in line with the government of India’s commitment to promote defence exports from India, Kalyani Rafael Advanced Systems shall be actively engaged in taking the manufacturing and supply of some of the most advanced systems from Rafael’s portfolio to friendly nations from here in Hyderabad/India.”

The chairman said the joint venture would also look at directly bidding for domestic defence orders on achieving further maturity with the help of Rafael. “We also plan to leverage the engineering expertise of the existing KRAS team towards integration of weapons on platforms, for example, the Derby Mark III, a beyond-visualrange air-to-air missile (BVRAAM) on India’s light combat aircraft (LCA) and the long range guided bomb (LRGB) Make II programs on various aircrafts,” he said.

The joint venture has already started offering the product life cycle support services for LLQRM (low-level quick reaction missile) systems to the Indian Air Force, he said.

Brigadier General (retired) Pini Yungman, Rafael’s executive vicepresident and general manager of the air and missile defence systems division, said the joint venture has invested in top-notch production facilities with state-of-the-art technologies from Rafael. “We want to see KRAS delivering the systems to the Air Force, Navy, and Army,” he said, adding that KRAS is aiming to emerge as a private missile hub in the region and set up services and support centres near the deployments.

Col Rajinder Bhatia, CEO of Bharat Forge Defence and Aerospace, part of Kalyani Group, said production of missile kits will begin sometime from fourth quarter of this year to deliver the orders in three-and-a-half-years.

The two-year-old Indo-Israeli joint venture has supplied certain critical components for the missiles used in the airstrikes earlier this year by the Indian Army, said Bhatia, indirectly referring to the surgical strikes carried out by the Army in February at Balakot. He added that the joint venture has already started exporting components to certain friendly nations and had exported components worth around $15 million last year.

KRAS will look at exporting over $20 million of sub-systems from this year, he said.

India to buy 24 MH-60R Seahawk naval helicopters late in 2019


India to sign a $2 billion-plus contract for the procurement of 24 Lockheed Martin-Sikorsky MH-60R Seahawk multirole naval helicopters. “The LOR (letter of request) and LOA (letter of acceptance) procedures [are on track] and we should be ready by the end of the year,” Admiral Karambir Singh was quoted as saying by The Economic Times on July 25.

The helicopters will be directly bought from the U.S. government under a Foreign Military Sales (FMS) agreement with the U.S. Department of Defense to expedite the procurement of the new helicopters. Let’s remind that India’s Defense Acquisition Council (DAC) approved the procurement of 111 armed light naval utility helicopters (NUH) and 24 naval multirole helicopters (NMRH) for the Indian Navy under the Indian Ministry of Defense’s new strategic partnership policy in August 2018.

The MoD in February issued a new Expression of Interest (EOI) officially relaunching the entire NUH procurement process, following the breakdown of negotiations over the purchase of 16 U.S.-made Sikorsky S-70B-x helicopters, although their acquisition had already been cleared in 2014 by the DAC. The new EOI calls for 16 helicopters directly bought from abroad, and the remaining 95 to be manufactured in India. The 24 NMRHs will now be directly purchased from the United States and not fall under the MoD’s strategic partnership policy.

The U.S. State Department cleared the possible sale of 24 MH-60R Seahawk helicopters in April 2019 for an estimated $2.6 billion, Franz-Stefan Gady recalls. The FMS deal includes 30 APS-153(V) Multi-Mode radars, 60 T700-GE-401C engines, 24 Airborne Low Frequency System (ALFS), 1,000 AN/SSQ-36/53/62 sonobuoys; 30 MK 54 torpedoes; 10 AGM-114 Hellfire missiles; 38 Advanced Precision Kill Weapons System (APKWS) rockets; and 70 AN/AVS-9 Night Vision Devices, in addition to other equipment and parts.

Thailand in talks with India to buy BrahMos cruise missiles





In possibly the first sale of BrahMos supersonic cruise missiles to another country, Thailand is in talks with India for their purchase, official sources said. A few other countries have also expressed interest in BrahMos but nothing has fructified yet.

“Negotiations are on. It may not happen this year, but most likely next year,” diplomatic sources said. While Thailand expressed interest in the missiles some time back, discussions picked pace after the visit of Royal Thai Navy Chief Admiral Ruddit to India in December last year.

As part of the expanding defence cooperation between the two countries, Thailand has made a request for repair and refurbishing their Dornier maritime patrol aircraft. “A joint team of Indian Navy, Bharat Electronics Limited and Hindustan Aeronautics Limited visited Thailand in mid-June to discuss the issue,” a defence source said.

In addition, Thailand Navy is looking to increase its capabilities and planning to induct more ships, defence sources said. In line with that, Indian Navy is exploring opportunities wherein India could help in ship design and has even “offered ship construction at the various defence public sector undertaking shipyards.” “The Indian Navy’s foreign cooperation initiatives include highlighting the capability of various Defence Public Sector Undertakings and Indian defence industry to friendly foreign navies,” the defence source stated.

Discussions are on to integrate Thailand into India’s coastal surveillance radar chain network which sources is “likely to be finalised by year end.” Several littoral states including Maldives and Seychelles have already been integrated into it.

 Trilateral exercise ::

The inaugural India, Thailand and Singapore trilateral naval exercise announced by Prime Minister Narendra Modi during his address at Shangri-La dialogue in June 2018 is scheduled to be held later this year. Finalising the exercise got delayed and it got a push during the visit of Navy Chief Admiral Sunil Lanba to Thailand in April.

“India will host the first edition of the exercise in September this year,” diplomatic sources said adding Singapore will host the second edition and Thailand the third. The Initial Planning Conference to discuss the modalities of the exercise was held in May and the Final Planning Conference to finalise the details is scheduled to be held in August, officials said. Malaysia has also evinced interest in joining the exercise.

The two navies already conduct a Coordinated Patrol (CORPAT) and a new bilateral exercise is also in the works apart from the trilateral. As members of the Indian Ocean rim association (IORA) and Indian Ocean Naval symposium (IONS), navies of India and Thailand are working closely in the areas of disaster risk management, maritime security safety, information sharing and interoperability.
